Outline India conducted a telephonic survey with 3000 stakeholders in the Hoshangabad and Narsinghpur districts of Madhya Pradesh to understand the increasing revenue recovery of electricity distribution companies and measure the willingness of the consumers to pay their bills.
The challenge is to identify innovative and cost-effective ways of increasing consumers' compliance to pay their full bills on time. The study seeks to explore the welfare effects of such strategic enforcement and how payment behavior varies with enforcement.
